Abstract
In terms of sustainable land management, the relationship between soil and humans in the world is a crucial issue that needs to be investigated. Climate change and uncontrolled population growth have significantly increased existing land usage. For this reason, the importance of sustainable land management is increasing constantly. Incorrect and unplanned land use, particularly in urban areas, causes socioeconomic and physical issues in the administration of private and public institutions. In land management, data collection, data processing, and data analysis, querying and having access to up-to-date and accurate information becomes exceedingly difficult due to the large amount of data. These problems are solved by using geographic information systems. The structure of transformation from two-dimensional to three-dimensional data is also extremely complex. With the development of modern technology and its application to land management, infrastructure has begun to be developed to ensure correct integration of human and land relations. Thus, models that enable the expression of one of the most significant issues, the property rights above and below the ground, have started to be developed. The correct evaluation of property is one of the world's most pressing issues. The correct analysis of property is one of the important problems all over the world. In this study, 3D land management and cadastral system in Turkey has been investigated and a new hybrid model has been developed using the UML language with the integration of the most widely used LADM and CityGML systems in the world to solve the current problems. Furthermore, after testing this proposed model, its accuracy has been proven by obtaining expert approval.
