The Regulatory Landscape for Hydrogen Derivatives and Products in Scotland

Abstract

The report assesses whether the current regulatory landscape is fit-for-purpose to support the growth of hydrogen derivatives and products. It focuses on ammonia, e-methanol and synthetic aviation fuels (SAF) and wider e-fuels. It maps the existing regulatory landscape, and systematically assesses this against the value chain (production; storage; transport and use) and potential areas of impact (consent and planning; route to market; technical standards and health, safety and environmental). Regulations in relation to route to market are found to lack clarity and cross-jurisdictional consistency to fully support HDP development.
